摘要
海域管理系统是国家通过各级政府对管辖海域的资源、环境和权益等进行全面的、统筹协调管理活动的应用系统,而海洋环境监测系统是指对海洋环境进行快速检测到海洋生态环境和生物资源的变化;为公众及时预测这些变化及其结果的技术系统。二者存在着鸿沟,海洋管理只是依据静态的、种类单一的信息进行决策,无法及时为决策者提供及时必要的信息。文中提出了海域使用与海洋环境监测系统结合的必要性,并给出二者的结合。
MSSU (Management System for Sea Use) is a useful tool to aid governments at various levels to manage marine resource, marine environment and rights. IOOS (Integrated Ocean Observation System) is a regional or national marine environment monitoring system. China has evolved the basic capacity of carrying out the water quality, biological, sediments, atmospheric environment monitoring in its entire sea area and the ability to apply the ship monitoring and buoy technologies as well as underwater detectors and coastal station automatic detection system, etc. Because of gap between MSSU and IOOS, MSSU can not make decision using dynamic data collected by IOOS, the decision is not accurate enough. The integration necessary between IOOS and MSSU is given in this paper.
