摘要
实现充分就业是构建和谐社会的重要目标。我国在当前和今后一个时期就业形势严峻。为破解就业难题,我们要认真研究扩大就业与经济增长、产业结构调整和技术进步的关系;研究扩大就业与国有企业改革、发展多种非公有制经济和多种就业形式的关系;研究扩大就业与保障劳动者权益、增强企业社会责任的关系;研究政府、企业、社会中介组织和劳动者各自的责任;研究完善劳动力市场和扩大就业的政策措施。化解劳动力整体文化素质较低与产业结构升级的矛盾;化解传统就业观念落后与新兴劳动力市场现实的矛盾;化解宏观管理改革滞后与市场经济发展需求的矛盾。
Realization of sufficient employment is the important objective of construction of harmonious society. Currently and in the future, the employment situation is very unoptimistic in China. In order to solve the unemployment problem, we should carefully study the relationship between enlargement of employment and economic growth and between industrial structure adjustment and technological progress, study the relationship between the reform of state - run enterprises and development of multiple private enterprises and multiple employment methods, study enlargement of employment and protection of the rights of workers and promotion of the responsibility of enterprises, study the responsibility of government, enterprises, social agents and workers, and study policies and measures about consummation of labor market and enlargement of employment so as to solve the contradiction between low cultural quality of workers and the upgrading industrial structure, to solve the contradiction between traditional employment outlook and new labor market realization and to solve the contradiction between backward macro management reform and market economy development.
