摘要
利益均衡是社会和谐运转的内在动因。利益均衡的内在要求有三:利益导向明确、利益行为规范和利益成果共享。针对当前社会中一系列利益矛盾,构建和谐社会利益均衡有四条基本途径:以人为本、树立科学发展观;把发展作为党执政兴国的第一要务,确保社会大多数成员享受发展带来的成果;正确处理公平与效率的矛盾,健全社会利益分配、平衡和补偿机制;扩大积极有序政治参与、规范各社会阶层的利益诉求渠道。
The benefits well balanced is inner reason of the social harmonious operation. The internality of the benefits well balanced requests to have three aspects：the benefits direction is explicit, the benefits behavior norm and the benefits result share. Aiming at the current society in a series of benefits contradiction, this paper points out to set up harmonious four basic paths of the social benefits well balanced： Making people first, setting up science development view; Be the party to the development to govern to make a country strong the first important affair, insures social most memberses to enjoy the result that development brings ; The exactitude handles the antinomy of the equity and efficiency, compensating the mechanism of social benefits allotment, benefits balance; The extension has the preface politics to participate actively, the benefits claim outlet that each society of norm is hierarchical.
