摘要
政府非税收入是政府财政收入的重要组成部分，是保障各级政府正常运转、促进社会经济事业发展的重要财力。目前，一些地方非税收入管理较为混乱，非税资金使用效益较低。加强政府非税收入管理，使之进一步规范化，其根本路径在于逐步建立健全政府非税收入项目体系、资金运行体系和监督体系，并辅以相关的配套改革措施。从而推动非税收入管理工作的开展。
Government non-tax revenue is an essential part of government revenue; it can ensure governments working efficiently and promotes the development of social enterprises. Nowadays, in some regions,the non-tax revenue administration is disordered and the using of non-tax revenue is inefficient too. To change this disordered situation, normalize our government non-tax revenue administration, the basic method is to set up the government non-tax revenue items system, found operating system and supervising system, at the same time, carry out relative reforming measures.
