摘要
本文在三个层次上研究了欧洲国家的循环经济的政策和法律,即清洁生产、生态工业、废物回收管理和再生能源利用。从政策和法律的选择模式、从政策和法律的体系模式、从政策和法律的方法模式、从政策的制定模式、从立法模式、从法律原则确立的模式、从法律制度实施的模式等各个方面进行了总结,并提炼出欧洲的循环经济政策和法律模式,对加速推进我国的循环经济建设能提供有益的启示。
The author studies the policy and law of the circular economy in Europe at three levels, which are cleaning production, eco - industry, waste management and usage of renewable energy. Different kinds of modes are summarized, which include the choice of policy and law, the system of policy and law, the measures of policy and law, the policy -making, the legislation, the establishment of law principles and the enforcement of law institutions, On the basis of it, the mode of policy and law of the circular economy in Europe which can provide helpful suggestions on the promotion of our own circular economy is given.
