摘要
巴勒斯坦难民问题是国际难民问题中的特殊问题,至今拖延未决。它因阿以之间的冲突和战争而产生,但只有通过和平谈判才可能得以解决。迄今,有关该问题的谈判经历了阿以谈判、巴以官方的正式谈判、巴以民间的非正式谈判三个阶段。在这些谈判历程中,显示出该问题涉及复杂的历史背景和多方面的相关因素,暴露了该问题的难度和关键所在,也预示着最终达成协议所应遵循的原则。
The Palestinian refugee problem is the result of the conflict and war between the Arab states and Israel and can only be resolved through peaceful negotiation.Up to now,the negotiation about the Palesintian refugee has gone through three stages: the negotiation between Israel and the Arab states;the official negtiation between Israel and Palestine;the informal negotiation at the unofficial level between Israel and Palestine.The negotiations have brought out the complicated historical background and the many_sided factors,and have revealed the difficulties and the essence of the issue.They have also pointed to the principles that should be followed in order to reach final agreement.
