摘要
为了应对我国人口老龄化的挑战及更好地满足老年居民的需求,自2001-2004年间,民政部在全国推行了“社区老年福利服务星光计划”,旨在依托社区,为社区老年人提供多种福利服务。论文将以系列政策文本为基础,结合对J市“星光老年之家”运行情况的跟踪调查及检索到的相关文献资料,简要回顾“星光计划”的政策背景、政策目标和政策实施效果,并重点分析其政策实施困境,进而提出几点看法。
The “Star Plan” carried out by Ministry of Civil Affairs from 2001 to 2004 was intended to provide more welfareservice for the aged people in community. This paper will make a brief review of the background, aim and effect of this “Star Plan” policy based on aninrestigation and related do cuments. It mainly analyzes the difficulties in carrying out this plan.
