摘要
人类社会的发展趋势和终极追求就是实现社会的全面和谐。社会保障制度既属于社会制度,又属于经济制度,是构建和谐社会的重要保证。目前中国的社会保障体系还很不完善,社会保障的功能还不健全。随着中国社会、经济体制改革的不断深化及经济的增长,许多社会矛盾日趋严重、社会风险日益增加,如贫富差距过大、弱势群体缺乏基本保障等已构成中国社会和谐发展的瓶颈制约。所以,建立健全中国社会保障体系是实现中国社会和谐发展的战略举措之一。
Social security system is an important part of a harmonious society because it can be separated neither from the social system nor from the economic system. At present the social security system of China is not perfect yet. Social problems, such as unemployment, widening gap between the poor and the rich, and lack of basic social security for the disadvantaged groups, are on the increase with the deepening of our country＇s and social economic reform, and economic growth, and social risk is acumulating with economic increasing. All of these have hinderd the founding of a harmonious society. Perfect social security system will be a help to the establishment of a harmonious society.
