9月下旬国家发改委将对一些重点行业提出结构调整的指导性意见，这些行业包括水泥、钢铁、皮革、造纸等。其中对于皮革行业的结构调整注重提高产品的附加值，以生态友好型原材料替代环境污染的原材料。
National Development And Reform Commission will announce some directional opinion for the frame adjustment on several industries, including cement, steel, leather, paper making and so on. Especially for the leather industry , the government emphasized to improve the additional value of products, and develop the environmental-friendness substitute of environmental pollution materials.
