摘要
构建社会主义和谐社会必须解决分配中的两极分化问题。我国现阶段贫富两极分化现象是客观经济规律作用的结果,但这并不是说我们就对此无能为力,价值规律的作用不是无限的。对此,我们应调整分配政策,实行效率与公平并重;要界定市场及其规律的运行空间,避免市场进入误区和失灵区。在政府与市场的博弈中,政府既不能“越位”,更不能缺位,要从建立社会核算体系和社会保障体系、完善工资制度、增加农民收入、缩小东西部差距等方面,切实采取有效措施,保证社会公平。
In order to build the harmonious socialist society, polarization in income distribution must be tackled. The current polarization in wealth in China is the result of objective economic laws, but it is not that we can do nothing about it ; the effect of the law of value is not infinite. In this regard, we should adjust distribution policy and lay equal stress on efficiency and fairness ; we should define market and the operating space of its laws, avoiding market pitfalls and failures. In the game between government and market, government should not be “ offside” or even absent. It should take effective measures to safeguard social fairness in the following aspects： establishing social accounting system and social security system, improving wage system, increasing the income of farmers and narrowing the gap between the eastern and western region.
