摘要
在比较各国宪法的基础上，讨论三种公民基本权利的规定方式，即列举式、概括+列举式和指引式。虽然采用列举式的宪法占多数，但概括+列举式更有利于规范和保障公民基本权利。各国宪法对公民基本权利的限制方式有具体限制、依法限制和原则性限制三种，大多数宪法都兼采两种或三种限制方式。适当的具体限制条款有利于防止普通法律任意扩大对宪法权利的限制范围，以更好地保障人权。
On the basis of comparing the Constitutions of different countries, （ we learn） there are three ways to regulate citizens＇basic rights, including listing, concluding＋listing, and indexing; and there are three ways to restrain citizens＇ basic rights, such as： specific restraint, legal restraint, and principled restraint.
