摘要
采砂权拍卖后对河道采砂管理及防洪安全保护提出了新的要求。通过对拍卖采砂权后的中小河道采砂实行强制性技术规范,从采砂设施的技术功能和采砂作业的操作规程两个方面给予完善和规范,并辅之法律保障,杜绝采砂废弃物留置河道,规范拍卖后的采砂管理,以确保河道行洪安全。
After the auction of sand excavation right, new requirement is made to sand excavation, flood control and safety management. It is suggested to regulate strict technical standard for sand excavation in small and medium rivers so as to regulate technical functions of sand excavation equipment and operation. Regulation stipulates that wastes from sand excavation should be removed from river courses, ensuring flood safety in river courses after the auction of sand excavation.
