摘要
IES——整体工程承包服务是一种在国际石油界正在兴起的新型项目管理模式,它在密切业主和承包商之间的关系,优质、快速完成工程项目指标方面起到非常好的作用。本文介绍了它的管理特点及与通常项目管理模式的区别,介绍了它的组织结构,运作方式和激励机制,以及它在美国菲利普斯国际石油亚洲公司与中国海洋石油南海东部公司合作开发南海西江油田开发钻井项目中所取得的巨大经济效益。
A new kind of project management mode - Integrated Engineering Service (IES) is just rising in the international petroleum industry, which have several advantageous functions to close the relationship between the owner and the contractor, and to reach high achievement of the project with high-speed and good quality- The article introduces IES management features and the difference between IES and other common project management mode, describes its organization, operation manner, incentive mechanism and its vast economic benefits in development well drilling project of Xijiang oilfield in South China Sea, by the cooperation between Phillips Petroleum International Co, Asia and China National Offshore Oil Nanhai East Co.
