摘要
高校贫困生现象已成为一个社会公共问题。我们必须对高校贫困生助学政策这一具体问题从制度分析与公共政策的视角,运用制度分析与公共政策的分析框架,对其产生背景、变迁过程以及存在问题作深入细致的探讨;并通过实证分析研究,给出进一步完善政策的相应建议。
Based on the frame of system analysis and public policy analysis, the paper discusses in detail the background, development and the implied problems of the policy of aiding needy students at colleges and universities. Experience and lessons from the development of the policy are analyzed and suggestions are made to better the policy.
