摘要
“一费制”的价值选择主要是减轻农民负担、规范教育收费和治理教育乱收费,其决策程序的不足体现在决策目标偏离、外在的制度安排、政策方案的选择单一、忽视了利益相关者之间的平衡。
The value choice of “Lump - sum Payment of Educational Fees” mainly focuses on alleviating peasants＇ burden, regulating educational charge and harnessing educational unjustified charge. The deficiencies of decision - procedure are decision - object deviation, institutional disturbance, limited political alternatives and stakeholders＇ inequality.
