摘要
介绍了水资源的放任自由使用、完全垄断经营、国家集中配置、市场配置及水权交易配置5种水资源配置机制博弈模型,并通过对这5种模型的比较分析,寻求一种同时兼顾效率与公平的可实际操作的水资源配置机制.分析后认为,采用水权交易配置模式既可以保证基本的民生用水以体现公平,又通过允许水权交易促进取水者努力提高节水水平,并使水资源能配置到更能产生高效益的行业和单位,从而提高水资源的利用效率.得出了水权交易配置模式是水资源最优配置机制的结论.
Five water resource allocation system models made by game theory were introduced, including freely used system model, monopoly system model, national centralized system model, conjunctive system model and water right model. By comparison and analysis of the five models, a practical water resource allocation system, which is not only efficient but also fair, was developed. It concluded that the water right trading pattern is the best water resource allocation system.
