摘要
党的十一届三中全会后,中国社会进入了转型时期。社会转型给具有浓重计划经济色彩的国有企业带来了巨大的改革压力。在改革过程中,职工承担了较多的改革成本。同时,由于国企职工具有较高的组织程度和参与意识,以及转型社会中制度设计的不完善、滞后和制度的失效,职工的非制度参与也呈现出扩大的趋势。非制度参与是一把双刃剑,既可以促进矛盾的解决、促进制度化建设,又可能激化矛盾、引发社会动荡。因此,在社会转型的过程中,深入研究非制度参与,具有重要的理论与现实意义。
Since the 3rd Session of the Party's llth Congress, China has entered the transitional period. Social transformation has put heavy reform pressure on state-owned enterprises which remain the typical features of planed economy. In the process of reform, much of the cost has been imposed on workers. With high awareness of participation, these highly organized workers had to turn to non-institutional participation, which shows the tendency of further expansion, due to the non-perfect design, lagging-behind as well as malfunction of the current institutions concerned. Non-institutional participation, as a double-edged sword, can help dispel these conflicts and promote the construction of institutions in one hand. On the other hand, it may also sharpen the conflicts and thus cause social turbulence. In the process of social transformation, therefore, thorough research on non-institutional participation is of great theoretical and practical significance.
