摘要
以作业为中心的业务流程再造(BPR)突破了传统的劳动分工理论,强调以“流程导向”替代“职能导向”,为企业迎接网络经济的挑战提出了一个全新的思路和方法。以用户为中心的观念创新是BPR的关键;遵循政府的法律法规等大环境约束是企业BPR的前提;用户满意是BPR的核心;信息技术则是BPR的技术保证。BPR实施过程中应遵循清除、简化、任务整合等基本原则,BPR的具体实施应按学习新观念、成立BPR机构、对现有流程系统诊断、设计新流程、实施新流程、绩效衡量、正式运行新流程等步骤进行。BPR能降低成本、消除非增值成分;提高企业的应变能力和用户的满意程度,使企业摆脱僵化的企业框架。中国企业近期要以信息技术应用为重点,以电子商务为突破口,结合企业信息化战略对传统运作方式进行BPR,促进自身结构优化升级。
Business Process Reengineering, whose core is operation, breaks the traditional ideological system of the theory of division of labour and emphasizes replacing “ the guidance of function” with “ the guidance of process” , advancing a completely new thinking and method for the enterprises to meet the challenge of the network economy. The key of BPR is to bring forth the new consumer-centred idea ; the prerequisite is to abide by the government restraint, such as the laws and regulations ; the core is to put the consumers' satisfaction as the heart ; and the guarantee is the information technology. The implementing of BPR should follow the basic principles of eliminating, simplifying, mission integrating, and so on. The concrete steps of its implementing should be learning new ideas, setting up BPR organization, diagnosing present process system, designing new process, implementing new process, measuring the achievement and effect, and regularly carrying out the new process. BPR can reduce the costs, eliminate the non value-added composition, and improve the enterprises' ability of dealing with the changes and the consumers' satisfaction, extricating the enterprises from the rigid framework. In the near future, China' s enterprises should conduct BPR on the traditional functioning pattern by taking information technology as the focal point, putting electronic commerce as the breakthrough point, and combining the enterprises' strategy of information, to promote the optimization and upgrade of their own structure.
