摘要
社会保障制度是工业社会的产物。第二帝国之所以首创社会保障制度,是与当时德国良好的经济状况、复杂的阶级关系、以伦理道德为基点的社会舆论、封建社会主义深厚的历史渊源以及首相俾斯麦的个人主张息息相关的。社会保障制度的建立,给德国带来了安定和繁荣,也带来了一些消极影响。
The Social Insurance System is the special fruit of the industrialization-process. This “originating” was according to its better economy station, complicated classes station, the public opinion based on ethics and morals, the history of “King be responsible for people＇s welfare”, and the private opinion of the prime minister——Bismarck. The social insurance system has set up for more then 100 years in Germany. It brought stability and prosper for Germany, and at the same time brought some negative effect.
