后评价是水利基本建设程序的重要组成部分和最后环节,是固定资产投资管理的一项重要内容。国民经济评价是项目后评价的主要内容之一。飞来峡水利枢纽运行以来,积累了一定的资料,具备对枢纽进行后评价的条件。为了提高水利基建项目投资决策和管理水平,提高经济效益和社会效益,从投资、费用及国民经济效果方面,对飞来峡水利枢纽进行了后评价,并且与前评价结果进行了对比分析。
Post assessment is an important component and the last link of the capital construction procedure,and also an important part of the fixed assets investment management.The assessment of national economy is one of the main content of the post assessment of construction projects.Since the operation of Feilaixia multipurpose project,some information have been accumulated.In order to raise the decision and management levels of capital construction projects of hydraulic engineering and raise their economic and social benefits,the post assessment of Feilaixia multipurpose project was conducted in aspects of investment,cost and the project's effect of national economy,and a comparative analysis was made between the post assessment results and the preassessment ones.
