摘要
目前我国政府的运行成本无论是与历史相比,还是与国际比较,都处于过高的状态,以至影响着经济社会的良性发展,为此,必须推进政府改革。合理设置政府机构、控制政府运行成本的初始规模;建立规范、有序的政府运行机制,降低政府运行成本;减少和消除政府中的隐性成本;改革预算管理体制,增强预算对政府运行成本的约束力。真正做到从制度上降低政府运行成本,提高政府运行的效力和能力。
Currently, the operation cost of our government is too high, comparing to both that of the former governments or of other countries. This has a bad influence on the healthy development of the economy and society. Hence the government must be reformed. The measures include： reasonably setting up government organizations so as to control the original scale of the government＇s operation cost ; establishing a standard and orderly operation system in order to reduce the operation cost; reducing and eliminating the invisible cost; reforming the budget-managing system and strengthening the binding force of the budget on government＇s operation cost. By doing these, we will reduce the government＇s operation cost from the system level and increase the efficiency and ability of the government operation.
