摘要
作为将罪犯放在社会上进行监督改造的一种行刑手段,缓刑制度出现的初衷是为了补救自由刑的弊端,从而更好地实现犯罪预防的目的。我国缓刑制度在实践中存在着适用比例低、适用面窄、实际执行效果差等问题,需要从严格把握缓刑适用条件、完善监督机制、控制缓刑的负面效应等方面加以解决。
