摘要
随着城市化进程的加快,大量的农村土地被征用,失去土地即失去生活依托的失地农民们养老、医疗等保障问题,遂成为社会各界关注的焦点。几乎众口一词的普遍解决问题的方法是,由政府组织、推动和监督,采用强制的手段建立失地农民的社会保障体系,至于体系中包括的保障项目和保障水平问题则个人看法不一。这些观点有一定的可取之处,但是却有一个重大的缺陷,即没有将商业保险置入其中,所以应建立一个由社会保险机构和商业保险公司共同参与的、社会保险与商业保险相结合的失地农民社会保障体系。
With the speed up d citiiization and the requisition of land, the problems of the old - age pension, health security and social security of farmer who lose their land are becoming the point at issue - Almost all ofscholars agree that the method to solve the problems is to set up the social security system by govemment whose work is to organize, supervise and push it forward compeily, but their point of view about the item and level of the system are diferent - Almost are of these viewpoints have something advisable , but there is serious shortcoming： that is they do not consider the rob of commercial insurance - Therefore we should set up a social security system that is made up with the commercial insurance instimtion and social insurance institution , and that could provide a better insurance to the farmers who lose their land.
