摘要
20世纪90年代以来,伴随日本实现向海外派兵、强化美日同盟、共同研究与部署TMD、修改防卫计划大纲等政策与策略的实施,日本军工产业的发展问题被提上新的议事日程。战后以来形成的“军产复合体”推动日本强化军事实力的同时,也将修改、撤消武器出口三原则和开拓武器生产的国际市场作为长期维持产业基础的核心政策。日本长期奉行的“寓军于民”的政策使其军工产业具备了一定的规模,今后武器生产能力与出口意愿之间某种结合,可能会对日本安全政策与地区军备竞赛的态势产生很大的影响。
Japan has again scheduled the issue of developing its war industries for consideration since the 1990s, along with its dispatching military forces abroad, reinforcing the alliance with the US, collaborating with US in the research and deploying of TMD, and implementing such policies and strategies as amending its defense program. The “war-production conglomerates,” which have taken shape since the end of the war, have on the one hand made possible Japan's reinforcement of its military strength, while on the other the country will also modify and revoke the three principles governing weaponry export, and take as its core policy the development of international weaponry markets for maintaining long-term industrial bases. With the productivity of Japan's war industries raised to a certain degree by Japan's long-pursued policy of “containing war needs in civil production,” any kind of wedding of the weaponry production capacity with desires for export in the near future may greatly influence Japan's security policies as well as the situation of regional armament.
