摘要
本文以东北老工业基地为背景,从投资成本补偿不足产生大量的经济性、体制性和社会性沉淀成本角度剖析东北地区落后的原因,从而将补偿这些沉淀成本,促进各类生产要素充分流动,作为振兴东北老工业基地的根本保证。在补偿或减少沉淀成本的过程中,不仅需要价格市场化,而且还需要加速产业结构调整和必要的产权结构置换,同时政府的作用也不可忽视。
Since there are a lot of economic, institutional and social sunk costs in northeastern traditional industrial base, we will find these sunk costs not only impede the market-institutions exit and industry structure adjustments, but also have worse effect on its revitalization. Faced by these kinds of sunk costs, cost recovery is an effective method to resolve the northeastern revitalization problem.
