摘要
秦汉时期的吏,指由各级行政长官自行辟除的办事人员。他们虽然地位卑微,但在国家政治生活、社会生活中的地位和影响是不容忽视的,尤其对基层社会的影响更是不可低估,吏员的社会角色与制度规定存在错位现象,他们在社会上有很大的号召力与影响力,他们几乎包揽了一切地方事务,在一定程度上成为民间秩序的代表。
In Qin and Han Dynasties, administrators at all levels were entitled to appoint and employ the clerks, who were inferior in social status among the bureaucrats. However, their existence can＇t be neglected. They had a great impact on the national administration, especially on grass-roots society. The clerks＇ social roles didn＇t accord with the social rules and regulations. They were representatives of non-government order, and they almost could deal with all kinds of things at grass-roots society.
