摘要
加强检察机关法律监督能力建设,是加强党的执政能力建设和构建社会主义和谐社会的必然要求。提高检察队伍的法律监督能力,根本问题是端正“立检为公、执法为民,公正执法、服务发展”的执法思想;核心问题是树立现代执法理念,坚持惩防并举、公正效率、人权保障等执法理念;关键在于规范执法行为,加强职业道德建设,提高检察人员执法能力,切实改进执法作风,构建教育、制度、监督“三位一体”的队伍建设和管理长效机制。
Enhancing the enforcement and supervision abilities of procuratorial organs is a necessity of strengthening the governing ability of our Party and that of building a harmonious society. In improving the abilities, the fundamental issue is to correctly understand the enforcement thoughts of ＂procuratorial organs are built for the public, they exercise power for the people and serve for social progress with fair enforcement＂; the core is to establish modern enforcement value, adhere to the value of co-emphasizing ＂punishment and prevention,＂ highlighting fairness and efficiency, and safeguarding human rights; the key is to establish a trinity of organs with education, institutionalization and supervision three functions, and to form a long term mechanism, by means of standardizing enforcement behaviors, strengthening vocational ethics, improving the enforcement abilities of personnel of procuratorial organs and enforcement style in real earnest.
