对事故大样本进行统计分析,确定安全管理状态和管理难度评价方法,能够历史地、客观地、公正地评价一个企业的安全管理状态,了解和克服管理动态过程的缺陷,达到预防事故的目的。
Through statistics analyses on accidents, can evaluation methods on safety management status and management difficulties be determined, so that safety management status in one enterprise can be evaluated historically, objectively and fairly, the defects in the process of management can be understood and conquered and finally the aim of accidents prevention can be reached.
