摘要
中国共产党提出构建社会主义和谐社会的目标,是综合判断国际国内形势的战略选择,它回应了时代对党的执政能力和政府行政能力提出的更高要求。该文从构建和谐社会推动公共政策进入新阶段、目前我国公共政策不适应和谐社会构建的新问题,以及如何从我国现实的政府公共政策的改进着手提公共政策在构建和谐社会中的功能等方面,深刻阐明了探讨构建和谐社会背景下的中国政府公共政策的有关问题,是公共行政面临的重大理论和实践课题。
CPC＇s target of founding harmonious society is a strategic choice after comprehensive consideration of international and domestic situations. This target answers the higher demands of CPC＇s administration and the government＇s administration. This paper promotes the public polices to found harmonious society. It exposes some new problems when founding, and how to improve the function of public policy on the basis of the current public policy, it also expounds that the probing into some problems of founding are very important theoretical and practical projects.
