摘要
介绍了流域生态补偿的概念,总结了国内外流域生态补偿的特点。国内流域生态补偿特点主要为政府手段占据主导地位、市场手段逐渐多样化、区域合作基础薄弱等,指出国内流域生态补偿存在的问题,提出了五种具体对策,为我国流域生态补偿研究与应用提供借鉴。
Based on the brief introduction to concepts of eco-compensation,this paper summarizes the situation of the practice of river basin eco-compensation in China and other countries in the world.It reveals main characteristics of eco-compensation,such as the dominant government measures of eco-compensation,the various market means and the weak regional cooperation.Five kinds of strategies are put forward by analyzing the problem of river basin eco-compensation in China.Thus,it provides reference for study of river basin eco-compensation and its application.
