摘要
与国际安全的结构性变化相一致,地区化是当前东亚地区安全的基本特征。在东亚地区安全复合体中,安全秩序正在经历着从地区体系到地区社会的缓慢转变,即从典型的无政府状态演变为一个东亚各国将地区安全界定为国家安全的保障、意识到并通过地区规范来管理相互间的利益冲突和规制互动关系的东亚社会。从长远来看,安全共同体是东亚地区的理想秩序,但它的实现有赖于地区社会的发展和培育。为此,必须通过地区作为一个整体的建设把安全和经济与社会间的联系结合起来,推动既为了安全、也为了福利目的的地区制度建设。安全制度化和地区一体化是稳定与和平的东亚地区秩序的两个支柱。
Consistent with the structural changes in international security, regionalization is the basic characteristic of the regional security in East Asia. The security order in East Asia is transiting from a regional system to a regional society, a transition from a typical anarchy to a society wherein all of East Asian countries identify regional security with the guarantee of national security and realize the necessity to solve conflicts of interests and regulate interrelations among one another through regional norms and institutions (including informal ones). This paper argues that a security community is the ideal order for East Asia in the long run, but its realization depends heavily on the nurture and development of the regional society. For this end, the pursuit of security should be integrated with regional economic and social development through a regional institutional construction project aiming at greater security and enhanced regional welfare. Security institutionalization and regional integration are the two cornerstones for a stable and peaceful regional order in East Asia.
