摘要
文章对承包经营责任制与资产经营责任制进行了分析比较，以《监管条例》为依据，对资产经营责任制的含义、必要性、指导思想、建立原则与形式进行了有益的探讨，并对其主要内容及实施措施提出了基本思路。
The analyses and comparisons on contract responsibility system and capital responsibility system are made in the article. Based on the Administrative and Monitoring Rules and Regulations, the meaning, the necessitity, the instructive idea and the establishment principle of the capital responsibility system are studied. In addition, the considerations on the main content and realization measures for capital responsibility system are pointed out.
