摘要
在建立防灾规划指导思想的基础上，提出了以防为主、防治结合；全面防治和重点防治相结合；治理灾害和发展经济相结合的规划原则和四种简单易行的规划方法。
On the basis of the planning of taking precautions against calamities asguiding thought, four kinds of simple methods are proposed as follows: Ⅰ) Preveationand cure is combined with each other, which the former is principal; Ⅱ) prevention bandcure on the overall and the emphasised are combined; Ⅲ) bringing disaster under controland developing economics are combined with each other.
