摘要
政资分开是指国家的社会经济管理职能与国有资产所有者职能分开,或国家的社会经济管理权与国有资产所有权分开。政资分开原则是重构国有资产管理体制的基本依据,它对国有企业改单乃至实现整个经济体制由计划经济向社会主义市场经济的转轨有重大意义。政资分开问题,实质上涉及到政府和企业的权力关系及其变迁问题。作者以政府和企业的权力变迁为主线,分别考察传统计划经济体制下政府和企业的权力关系,以及改革开放以来二者的变迁过程;然后在分析自由市场经济体制和有政府干预的市场经济体制下政府和企业权力分割变迁的基础上。论证社会主义市场经济体制下政资分开的客观必然性以及政资如何分开。
Abstract The division of goverment and enterprise authorities refers to the division between the socioeconomic managerial function of state and the function of the owners of state assets, or the division between the socioeconomic managerial right of state and the ownership of state assets. The principle of division of government and capital is the basis of remodeling managerial system of state assets. It is of great importance in reforming state enterprise and even in the overall conversion of planned economy to the socialist marketeconomy. The division between government and capital is essentially the problem of the relations between government rights and enterprises' rights and their changes. The authors focus the changes of government and enterprises' rights and observe the relations between government and enterprises' rights and the course of their changes from planned economy toward reform and openning. They further analyse the demarcationbetween government rights and enterprises' rights under free market economy and government-governed market economy.
