摘要
新建本科院校要确立科学发展观,首要任务是明确办学指导思想,即办学者要明确办学的价值取向、办学定位和特色建设方向,并在此基础上对办学有一个明晰的工作思路。淮阴工学院办学价值、办学定位、特色建设等办学指导思想中的主要问题有必要作较深层次的探讨。
The first important thing faced by Huaiyin Institute of Technology （HIT）, as a new undergraduate university, is to make clear the ideology of running the school in order to achieve scientific ＇development. The ideology of running HIT mainly includes correct understandings of the values of HIT, the school＇s proper orientation in higher educational system as well as society, and its characteristics, etc. , which are discussed in great detail in this paper.
