摘要
富有中国特色的信访制度,在历史上曾经发挥过重要作用。但当前的中国社会正处在经济迅速发展和社会体制转轨过程中,必然出现各种新的社会矛盾和冲突,而信访制度存在体制不顺、机构庞杂、功能错位、程序缺失等缺陷,不能很好地发挥其功效。为此,文章指出,作为信访制度一部分的人大信访制度更应发挥依法监督的实效,建立领导接待来访制度,建立倾听民意制度,建立重要信访个案交办制度。
The correspondence and visitation system with Chinese characteristics played an important part in history. With rapid economic growth and social transition, all kinds of new social contradictions and conflicts have emerged. Given the new situation, the correspondence and visitation system fails to deal with an the problems owing to its structural irrationality, cumbersome administrative structures, function misplacement and lack of procedures. The article holds that the correspondence and visitation department of the National People＇ s Congress should exercise supervision over the correspondence and visitation departments at the lower levels and that the system of leaders＇ recepting visitors,the system of listening to the public opinions and the system of turning important cases over to related departmens to be dealt with should be set up
