摘要
建立公共财政体制是目前财政体制改革的重要内容之一。但在由计划经济向市场经济的转轨期,建立公共财政体制面临许多问题,如何解决这些问题,对加快我国公共财政体制的建立、推进财政体制的改革有着十分重要的意义。
Setting up the public fiscal system, which is one of the important items concerning for the reform of the present fiscal system, faces up to a large number of issues in the rail - changing period from a planned economy to a market economy. It is most important to solve these problems.
