摘要
海域定级是采用定性与定量相结合的方法,对特定海域质量进行综合评定并使其等级化的过程。通过借鉴土地等资产评估已成熟的理论与方法,对海域定级原则、程序及方法进行初步探讨,为科学划分不同类型用海级别奠定基础。
The sea area use grading is a process of evaluating and grading the sea quality comprehensively with the qualitative and quantitative analysis methods. This paper discusses the principles, the processes and the methods of classified sea area use grading, and builds a basis for the work of classified sea area use grading.
