摘要
本文阐明中国东部沿海地带是全国经济发达，能源消费量很大并且呈上升趋势的地区。沿海地带多数省市能源资源贫乏，能源工业相对薄弱，能源产量不能满足经济发展的需要，每年要调入大量能源。原来调出煤炭的河北、山东，目前已成了调入的省份。本文讨论了沿海地带应以电力为中心，搞好能源工业布局，搞好能源运输布局，合理配置能源市场，建立资源节约型经济体系，从而逐步实现能源供需平衡的设想。
This paper clarifies that the coastal area of East China is the district with developed economy, in which the amount of energy consumption is large and rising. Most of the provinces and cities in the coastal area are lack of energy resources, and the energy industry is also relatively weak. The output of energy can't meet the need of economic development and need to transfer large amount of energy from other districts every year. Even the Hebei and Shandong provinces, which originally export coal, now have to import coal. This paper discusses that in the coastal area, we should put the center on electric power, build good distributions of energy industry and transportation, dispose energy market rationally and set up the economic system of economized utilization of resources, thus realize the anticipation of balance between energy supply and demand step by step.
