简介日本的2种水权(许可水权和惯例水权),日本的用水状况,日本农业用水的特点。在日本农村,用水顺序是生活优先,农业生产次之。简介日本农业用水存在的环境问题以及有助于解决这些问题的、规定流域管理与环境保护要相互协调的2部涉及水环境保护的法律修正案:《河川法》修正案和《土地改良法》修正案。
Two kinds of water rights: Customary Water Right and Approved Water Right, status of water utilization in rivers and features of agricultural use of water are introduced. In Japanese rural districts, the order of water use is that domestic water is the first, and the agricultural water is the secondary. Environmental problems concerning agricultural water in Japan and two laws—Amendment of the River Law in 1997 and Amendment of the Land Improvement Law in 2001 which are helpful to their solutions and attempt to make river basin management and environmental be in a satisfactory combination protection.
