摘要
由行业主管部门转体而成的国有资产经营公司谓之转体公司,其功能主要是构筑国有产权的组织载体,保证国有资产的保值增值,并体现国家产业政策的取向,引导企业的发展。但在其具体运作过程中由于定位不准,操作失范,不少转体公司仍未彻底摆脱原有的行政性运行模式。因此,必须对其进行有针对性的改革,彻底剥离其行政性职能,规范其产权管理,以保证实现转体公司的组建目标。
The administrative committee of state-owned companies changes its responsibility and ownership to set up new companies to operate its former state-owned property.The new ones are called ownership-changed companies,whose main function is to build organization carrier for state-owned property,to maintain the value of the state property and its increment,to direct the company's development,and to incarnate the current of state industrial policy. In the course of their concrete operation,there are inaccurate aim and wrong running pattern yet; therefore, a lot of ownership-changed companies con't completely break away from their former administrative running mode. So, it is necessary to carry on pertinence reform to get rid of the administrative function totally, and to regulate the management of its property right in order to realize the goal of ownership-changed companies.
