摘要
漕运在明清两代是一项大政，漕粮则是有漕各省的一项重大负担，有关漕运的政策，又会不同程度地左右这种负担。河南是漕运负担大省，由于各地交通状况不一，交通便利的县份便代交通不便的县份代纳漕粮，同时获得一定的经济补偿，此之谓“代替”。最初这是一件官民两利的事情。到了后来，这部分代替的漕粮就成了额定负担，以后形势发生变化，代纳漕粮之县份负担日渐沉重，原先的便民政策也变了味道。
Water transport was an important politics, and the burden of grain through water transport was affected by the policy. Henna province had to hand in parts of grain in that time and some counties substituted parts of grain burden for other counties just because they were convenient in communication. At the same time, the former counties gained some money compensate and this was called substitute which was advantage to both sides. Afterward this became a rating burden and situation became worse to those counties who substituted parts of grain burden for other counties, and the policy of substitute became a bad policy.
