公安工作的改革必须遵循公安工作的基本规律,基层公安工作的改革更是如此。为防止基层公安工作的改革出现偏差或反复,必须明确基层公安工作的概念和加强基层警务理论的研究;必须遵循基层警务改革的基本原则;正确对基层公安机关的职能进行定位;科学设定基层警务的勤务模式。
The transformation of public security work must follow the basic rules of the public security work. The transformation of public security work in grass roots is rightly so. In order to prevent the warp and reiteration, we must define the concept of the public security work in grass roots and strengthen the research on the policing theory in grass roots, follow the basic principles of policing transformation, orient the function of public security in grass roots correctly and establish the policing pattern in grass roots scientifically.
