摘要
循环经济是运用生态学规律把经济活动组成一个“资源———生产———消费———再生资源”的反馈式流程,最大限度地利用进入系统的物质和能量,同时又不造成生态环境破坏。国土资源领域发展循环经济,其目的就是实现自然资源的永续利用,要求非再生资源和能源消耗的最小化,尽量以可再生资源代之。实现自然资源使用的减量化、再利用、再循环,以及达到国土资源的可持续利用。在实践中,应树立国土资源可持续利用的新理念,加强宏观调控、促进科技进步、制定相关法律、加强宣传,以形成国土资源领域发展循环经济的政策支撑、技术支撑、法律保障能力和增强公众意识。
Recycling economy is to make up economic activities as a recycling process “Resources-Production-Consumption- Renewable Resources” on the basis of ecology law and it uses the materials and energy in the recycling process as far as possible, at the same time it dos not damage the environment. The purpose of developing recycling economy in the field of lands and resources consist in realizing sustainable use of natural resources and using the non renewable resources as minimum as possible and replacing non renewable resources with renewable as far as possible. In the proceed of developing recycling economy next arms should be realizing such as gradually reduce using quantification of natural resources and their re-use and re-recycling and finally realize their sustainable use. In the practices ought to set up the new concepts of natural resource sustainable use, strengthen macro-control, promote science and technology progress, formulate related laws and enhance propaganda in order to form political and technical support and law guarantee and strengthen the scientific consciousness of the public.
