摘要
中国农村地域广阔,地区差异巨大,这使新型农村合作医疗制度建设很难有统一的模式,各地区只能本着“因地制宜、因势利导”的原则去建设适合本地区实际的新型农村合作医疗制度。本文针对试点的情况,结合民族地区农村的特殊性,从政府应承担的责任,制度设计以及农民自身因素等方面,对民族地区新型农村合作医疗制度的建设提出了相应的建议。
In China, due to the broad rural areas and the huge differences in different regions, it is hard to construct a uniform model for the whole country. So we can only construct suitable and practical ones for different areas by following the principle of 'Suiting measures to local conditions and adroitly guiding action according to circumstances'. According to the condition of experimental units, combined with the speciality of the rural areas in minority areas, this paper comes up with some suggestions on system construction in minority areas from the following aspects: the responsibilities of the government, the system design and the farmers themselves, etc.
