摘要
在简介四川乡镇负债现状的基础上,重点探讨造成乡镇负债的制度成因。乡镇负债根源于历史的二元结构,改革开放后乡镇政府职能定位失偏是直接诱因,政府机构改革的滞后进一步加剧了财政紧张,而乡镇财政制度又无力对此进行约束。论文最后就上述方面提出了相应的改革建议,其中最关键的是实现乡镇自治。
On the basis of brief introduction about the present debt owed by villages and towns government in SiChuan, the thesis discusses on the reasons .The debt owed by villages and towns have rooted in duality structure of history, and the deflection of function orientation after reform and open is derect inducement, the lag of reform of government institution further pricked up finance strain, while finance system have disability to inhibit for this. Finally corresponding innovation advices are proposed by paper with above aspects, thereinto the most sticking point is to carry out autonomy of villages and towns.
