摘要
鉴于政策因素在我国区域经济发展中的特殊作用，提出了政策势能的概念，探讨了政策势能的集聚作用、增值作用、辐射作用、自强作用等四大作用机制及其作用过程，并着重分析了我国各个时期政策势能的分布状况及其影响．
According to the special function of policy element in regional economic develepment in our country,this thesis gives the concept of policy potential energy and its assembly function,increment function, radiation function and enhancement function and their functional processes of policy potential energy, and then the thesis analyses emphatically the distribution situation of the diverse policy potential energy and its effects during various period in our nation.
