摘要
结合二滩水电站建设的实例，论述了一般土木工程施工合同中变更的依据、步骤等，对土木工程的设计和工程监理提出了一些建议。
In the light of practice in Ertar Hydropower Project,the basis steps for change in normal civil engi-neering construction contract are discussed. Some suggestions are proposed for civil engineering design andengmeermg supervisiong.
