摘要
金融资源是现代市场经济发展不可缺少的一种稀缺资源。谁占有和使用的金融资源越多,创造和获得的财富(价值)也就越多。实现财富或价值的增长是金融资源的本性。这种本性的发挥需要通过金融资源的流动和使用才能实现。但是,在经济发展过程中,尤其是在经济转型国家,金融资源的流动往往遭遇许多行政壁垒的约束而使得金融资源被误配置,资源使用效益低下。
Financial Resources proves indispensable and scarce for the development of modern market economy.Who possesses and exploits more financial resources is bound to obtain more wealth or value.The inherent nature of financial resources can be confirmed by the attainment of the growth of wealth and value.Only when their movement and exploitation are conducted can this nature play a big role.However in the economic development particularly in the economy-transforming countries the flow of financial resources tends to suffer the restraint of various administrative barriers which may bring about the misallocation of financial resources and the low benefit in resource utilization.
