摘要
水资源保护工作的定位,与环境保护工作及其体制相关。在资源与环境部门分立的体制下,应在具体制度中明确并界定工作职责。水资源保护工作包括水功能区划、水资源保护规划、入河排污口的监管、水质监测、供水水源地保护等领域。水利部门必须逐步将工作重心向水资源工作倾斜,强化社会管理和公共服务职能,必须高度重视水质保护与水生态保护工作。
The definition of water resources protection relates to environment protection. Under the present condition of separation departments of water resources and environment, working scope of the two departments should be clearly defined. Water resource protection covers 10 areas of water function zone division, water resources planning, supervision of pollution discharge outlets, water quality monitoring and water supply sources protection and so on. The water department should emphasize water resources management, water quality improvement and ecosystem protection in order to build up socialized management and public services.
